In the poll creation page the signing key and encryption keys are asked for. As
discussed in the design meetings and
https://www.mediawiki.org/wiki/SecurePoll_Redesign#Phase_1:_Poll_Design_Wizard
keys should be auto created (and private key displayed or saved, personally I
think it should be saved to server). Many poll creators are not versed in key
creation (and should not be expected to be).
