As a first solution (as long as we still have the "old" sitelink UI) we want to
link to Special:SetSiteLink when a user clicks on a badge icon while in
edit-mode in the sitelink UI.
If a sitelink does not have a badge yet, an "empty badge" icon should be shown
while in edit-mode only and be linked to Special:SetSiteLink.
