Redirects are currenty "experimental". But once they are out of experimental
and we deploy them, they should be disabled at least until we get the
corresponding schema changes rolled out. We have a B/C switch for the database
layer, useRedirectTargetColumn, but using that to control whether the API
should have a wbcreateredirect module is a bit awkward. We should have an
actualy feature switch.
