in Arabic Wikipedia there is no icon differentiate between interwiki links and
external web link (as hyperlinks) as in other Wikipedia languages. We discussed
it in Arabic Wikipedia Village pump (technical)

and there is no Objection from Arabic Wikipedia society to activate it.
note: it seems that External link icon was activating in the past, but it was
deactivated later for unknown reason.
