We should just be smart and display the signature button in the namespaces that need it (and no others). Core MediaWiki currently has no way to do this (other than the implied assumption that all talk namespaces need signatures), but there happens to be a patch pending that would introduce one (https://gerrit.wikimedia.org/r/87649).
