Create a tiny fallback skin to use when no proper skins are present.
The skin should show a big explanation about why the user is seeing it and how
to fix it, possibly autodetecting existing but disabled skins and suggesting
enabling them.
(I'm mostly filing this as a reminder to myself, I will work on it.)
