Steps to reproduce:
1.Open a page with VE.
2.Go to Insert>Media.
3.Search for an image.
4.Select an image.
5.When the Media Settings>General settings for that image appears,click on the
link inspector icon
Observed Result:
The link inspector icon appears over the toolbar,overlapping with the border of
the Media dialog

This issue was found in test2, I need to test it in master once Betalabs is
alive again.
