Currently, the site names for the "Related sites" sidebar entries are
hard-coded in InitialiseSettings.php. They are not editable by site
administrators, and are not easily translatable other than by bugzilla request.
This data should be moved to WikimediaMessages, so that translation via
translatewiki is possible
