We want to be able to restrict the creation of redirects to experienced users,
or perhaps even to admins, since turning an item into a redirect is similar to
deleting the item. Initially though, the item-redirect permission should be
granted for all groups that have the edit permission.
Checking the permission shall be the responsibility of the
RedirectCreationInteractor.
