We are expecting a 14.04 guest now and Puppet runs will fail with "Could not
parse options: invalid option: --hiera_config=/tmp/vagrant-puppet-1/hiera.yaml"
among other errors if the guest is still a 12.04 box. This is confusing to our
users.
