It was deployed to Commons yesterday, but very few mobile users go to Special:Uploads directly on Commons. Most use it from the Wikipedias, which get the change tomorrow. (Just to clarify, uploads from Special:Uploads on the Wikipedias actually get uploaded to Commons, not the Wikipedias.) I have no idea why that isn't listed in the changelog.
