gwtoolset when presented with an xml file that is not valid utf-8

*There is an escaped <noscript> tag in output
*Error message is not descriptive despite the fact that descriptive information
is available
**Specifically, the warnings from xmlreader should probably be suppressed, and
then shown prettified (Since on wmf wikis, users can't even see php warnings).
