OAI isn't being disabled anytime in the short term, so we'll just need to keep
an eye on the oai audit logs

But yes, it would look to be the "Wikimedia update feed service"



This discussion should probably go on 68867 ;). But there's 13 accounts. 1 is a
test account. 4 are marked as disabled. 1 with a password of null (but still
using the service apparently, see bug 68868)
