We currently have a whitelist in
https://github.com/wikimedia/operations-mediawiki-config/blob/499aad5daa15b0eac8c6d5144f4e4216ee87e911/wmf-config/CommonSettings.php#L791
I'm wondering if we should just turn the whitelist into a blacklist, and then
blacklist all wmf/* branches, and use a regex to remove non-supported REL1_*
branches.
Also the code is currently fetching only branches, we'll need to expand it to
also fetch tags.
