SpecialMergeItems shoudl be rewritten to use ItemMergeInteractor. Also, logic
currently inherited from SpecialWikibaseRepoPage and SpecialWikibasePage should
be factored into helper components.
Merging items can and should be made into an example of sharing logic between
API and special pages.
