Hello. Please apply the following changes to the configuration of fa.wiki:
* Disable local upload for autoconfirmed users
* Create uploader group with upload rights ('upload', 'reupload' and
'reupload-own'), able to be added and removed by sysops
* Set up autopromotion to uploader group: 4 days and 10 edits
* Change wgAutopromoteOnceLogInRC to false (to prevent flood user rights log)
