Using Special:PrefixIndex, you can specify Namespace:Page and that gets
translated into Page with Namespace filter. The API should do the same.
http://meta.wikimedia.org/w/api.php?action=query&list=allpages&apprefix=User:Mike.lifeguard
and
http://meta.wikimedia.org/w/api.php?action=query&list=allpages&apprefix=Mike.lifeguard&apnamespace=2
should return the same results
