You're basically hitting [[hard cases make bad law]] here. Most Wikimedia wikis
(probably over 800 of them) do not have millions of users.

Can we please collectively stop with the "top-5" bullshit? :-)  Obviously the
English Wikipedia and other wikis are a consideration, but over 99% of
MediaWiki wikis are not top-5 anything.
