Separate concurrent report queue and regular 'default' queue.
It is possible that a bunch of scheduled recurrent runs could block user
requests like 'validate' this cohort. For example: a user in a timezone that is
trying to use wikimetrics on UTC midnite will need to 'wait' until all
scheduled recurrent reports have been executed.
