The pywikibugs replaces the old perl wikibugs. It has been written by
valhallasw originally on Github at https://github.com/valhallasw/pywikibugs
The repository is now hosted on Wikimedia Gerrit as labs/tools/pywikibugs and
has some recent commits:
https://git.wikimedia.org/summary/?r=labs/tools/pywikibugs.git
I guess the link in the component description needs to be updated.

I have also filled a bug on Github to have the repo deleted
