LTR text appearing in RTL in ULS
Steps to reproduce:
1) Go to Hebrew Wikipedia on desktop. Make sure your interface language is set
to Hebrew.
2) Click ULS icon to change your interface language to English.
3) The English text appears in RTL, which causes punctuation to appear at the
start of sentences and text to wrap around strangely (see attachment)
