Currently, in the template adding dialog there is just one search box and a lot
of empty space.

A user needs to know the name of the template to insert.

A template could be suggested in a more proactive way. One idea can be to
simply show the currently available templates by category, starting from the
top and let the user drill down (in enwiki the top is
https://en.wikipedia.org/wiki/Category:Wikipedia_templates ; the top category
should probably be defined in a wg variable). This will require each project to
maintain their templates neatly categorized, but this should be done anyway ;)

Another possibility is to let the projects define lists of commonly used
templates, or to show a list of the most frequently transcluded ones.
