Summary: Provide Special:Preferences for anon users, saving as
cookies

Severity: enhancement
Priority: Normal
Component: User preferences

Hi, there was a complaint that you have to log in to change your skin back to
MonoBook.
Would it be possible to let users set such settings in a cookie? Anon users
could have a [[Special:Preferences]] as well. (Well, the first tab "User
profile" should be read only.)
If not all preferences could be set by a cookies (maybe for caching reasons),
maybe at least the settings you can overwrite in the URL (useskin, uselang,
...) could be stored in a cookie.
