The edit, move, protect, etc. tabs should not be available on remotely live
pages. Instead, they should say "Edit on Wikipedia", "Move on Wikipedia", etc.
Those actions should also not be allowed to be performed by any other means
(API, etc.) on remotely live pages. The appropriate time to do a check is
probably at the same time that a check is being done on whether the user is in
a group that has permission to perform that action.
