Could we have for the English Wikipedia a parser function which detects if the
user is registered or not, e.g. {{#ifanon: then | else }}. This would be used
in some mediawiki messages. Such parser functions exist, see Extension
UserFunctions, but I think they need to be adapted due to caching - which I
think is possible since we have {{REVISIONUSER}}.
