1) untick everything "web" at [[Special:Preferences#mw-prefsection-echo]]
2) look at the right top
expected results:
1) echo icon is not visible

1) echo icon is visible
rationale:
1) I would like to be able to opt out of echo entirely, I don't need it. (A
half of its things are in watchlist. I don't like being nagged. Another half of
its things is irrelevant to my work on articles or with other people.)
2) The icon should not exist where it is not going to fire (i.e. when all 'web'
things are off).
