Currently, the implementations of ExceptionLocalizer and
ValidationErrorLocalizer rely on global state to determine the localization
language (by relying on wfMessage to return the correct language). This is bad,
especially for testing, where it would be useful to be able to use the qqx
localize to match error codes.
