When a template doesn't have a description in TemplateData, a link is shown to
the template's page in the Template namespace (using the
visualeditor-dialog-transclusion-no-template-description message).

This link is very useful.

I don't see such a link when a template does have a description. Compare, for
example, how adding {{Reflist}} is different from adding {{LGBT Welcome}}.

For advanced users the description in TemplateData is not a replacement for the
whole page, so there should always be a link to the template page.
