The agora styles do not make sense with most skins. While a good framework for
UI styling is needed in core for form elements, the styles themselves should be
applied as part of the relevant skins, as, due to their distinctive styling,
they are likely to only be appropriate to those skins.
Other skins should be able to define their own styles, or not, without having
to worry about agora (or whatever it is currently being called).
