When a topic has been deleted, admins should not be able to reply or edit
existing content, without undeleting it. Content that has been deleted or
suppressed, should be locked.

Fram notes: "Furthermore, it is way too easy for administrators to edit deleted
topics, this is clearly unwanted (not their specific posts there, we are only
testing, but the option in general). Something that is deleted should remain
unchanged until it is restored, otherwise you create admin-only discussion
areas and a greater rift between admins and non-admins than we already have. "
