Keep track of the number of unreviewed changes and try to estimate when the
number reaches a level where the reviewers should be warned.
This is a mean value that needs some kind of stats, perhaps over a week or two,
and an estimator to figure out when the system starts to accumulate unreviewed
changes. A warning should probably be issued to the reviewers when the level is
somewhat below this limit.
