Problem:
The TaskRecommendationImpression event is not sent again when the flyout is
hidden and re-opened.
Steps to reproduce:
0: Got to mediawiki
1: Register an account where user_id mod 4 is 2 or 3
2: Edit a mainspace page
3: Click on "(lightbulb) Recommendations"
-- TaskRecommendationLightbulbClick & TaskRecommendationImpression is fired
4: Click on body of page outside of flyout
5: Click on "(lightbulb) Recommendations" again
-- TaskRecommendationLightbulbclick is fired, but not
TaskRecommendationImpression
