On the German language Wikipedia, a sole message is created only to give this
some style (see http://de.wikipedia.org/wiki/MediaWiki:Ipb-needreblock). It
would be great if a class or id could be wrapped around it, so we could just as
easily do the same by using CSS, making sure that the message (which is
otherwise the default) always remains the same. Possible class/id name might be
"mw-ipd-needreblock".
