When we are not geotargeting, the country select box disappears. We might want to offer the same thing for project selection as well. I'm not sure that we want the feature, however. As far as I'm concerned, there's no valid use case for targeting all languages, I've only seen this done in cases where the admin is assuming that all visitors speak the "official" language of a country.
