Right now it looks like all build results are being announced to #wikimedia-qa.
To reduce the amount of unneeded noise (and in prepration for upcoming icinga
alerts for Beta Cluster coming in) let's change it to only announce changes in
build status (iow: only failure -> success or success -> failure).
