When I change a language in a certain wiki, I need to refresh the page before
the language is actually changed.
Reproduce:
1) go to https://meta.wikimedia.org/wiki/Special:RecentChanges
2) then change your language by using ULS or going to
https://meta.wikimedia.org/wiki/Special:RecentChanges?setlang=fi
3) click the "tuoreet muutokset" (=recent changes) link in the sidebar and then
you again have the language that you used before Finnish language.
It works if you refresh the page after changing your language.
This should come into effect without refreshing the page after the ?setlang
