The only reason php (Doxygen) has a html subdirectory is due to the other
artefacts created by the Doxygen build process. Most of those files we don't
need, but in the past people expressed an interest in the 'errors.txt' file in
order to look for issues to work on.
Let's publish that via Jenkins instead (and auto-purge after a few days), so
that we can keep our web interface nice and clean.
