This is a 404: <http://noc.wikimedia.org/cgi-bin/report.py>. It is linked to
from both <https://wikitech.wikimedia.org/wiki/UDP_based_profiling> and
<http://noc.wikimedia.org/>. I moved it to tungsten and subsequently disabled
to reduce load on tungsten. It should be re-enabled and the links should be
updated.
