Steps to reproduce:
1.Open a page with VE
2.Open the link inspector/math inspector for an existing link
3.Close the inspector by clicking on "Done" button or you can keep the
inspector open
4.Now scroll down the page so that the inspector goes outside the current
surface
5.Now click somewhere else in the document
6.Now go back and reopen the previous inspector
Observed Result:
There is no UI for the inspector,if you try inspecting some other inspector on
the current viewport that will also appear without any UI.
for link inspector if you switch tab and come back to VE, the link inspector
will have only the link target suggestions inside it .
