several importDump commands fail.
steps to reproduce

1. setup vagrant as mentioned here
https://www.mediawiki.org/wiki/MediaWiki-Vagrant#Quick_start
2. `vagrant enable-role gwtoolset`
3. `vagrant provision`
expected results
