Steps to reproduce:
1.Open a page with VE
2.Insert a link some where towards the end of the current viewport so that when
you open the link inspector the link target suggestions overlap with the border
of the page
3.After inserting the link, reopen the link inspector and place cursor inside
to bring up the link target suggestion
4.When the link target suggestion dropdown appears, scroll up the page
Observed Result:
The UI for the link inspector is open.
