English Wikipedia does not have [[mw:Extension:UploadWizard]] enabled currently. See [[Special:UploadWizard]]. They use javascript to create a custom form for uploading files. [[Wikipedia:File Upload Wizard]] You have imported the js and css needed for that form to tawiki and from what I can see [[ta:விக்கிப்பீடியா:File Upload Wizard]] does work, although lacking localization.
