It was added early since it's obviously related to those two (see d32891d99f185e5cf2b0e25bf947de221d4c3295). That also means it is not dependent on the new global. You can see the classes (e.g. mw-ui-input) are still there (even in production), but the styles are not being loaded due to a regression.
