Make instance for wbdoc.wmflabs.org work with normal puppet master. While you
are at it might as well move it from
https://wikitech.wikimedia.org/wiki/Nova_Resource:Scrumbugz to
https://wikitech.wikimedia.org/wiki/Nova_Resource:Wikidata-build .
Alternatively this could be moved to a jenkins job.
