Cirrus tries to be smart and only offer you the red link when you haven't used
any special syntax in your search.  An example of when it is sensible is when
you search for <<incategory:foo bar>>.  You don't want to offer to create a
page of that name because that is special syntax.

The problem is that ! is syntax!  It excludes pages that contain the term
following it from the results.  I wonder if I can disable it for languages were
words (or at least titles) might legitimately start with !.  Which language is
this?
