What it says on the tin.
User stories:
* As an election administrator, I'd like to not have to provide a GPG key
during poll creation, so that I can't decrypt the votes and be accused of foul
play.
* As a third-party scrutineer, I'd like to be able to provide a GPG encryption
key myself, so that I am the only one able to decrypt the votes to keep the
election secure.
