TASK DESCRIPTION Set up workflow for having a regular, easy "bug of the week" for new code contributors, with rotating support of Wikimedia development teams. Based on https://www.mediawiki.org/wiki/Annoying_little_bugs which lists queries for easy tasks and links to https://www.mediawiki.org/wiki/How_to_become_a_MediaWiki_hacker#Get_started which attempts to answer popular questions of GCI 2013 participants.
