TASK DESCRIPTION
Set up workflow for having a regular, easy "bug of the week" for new code
contributors, with rotating support of Wikimedia development teams.

  Based on https://www.mediawiki.org/wiki/Annoying_little_bugs which lists
queries for easy tasks and links to
https://www.mediawiki.org/wiki/How_to_become_a_MediaWiki_hacker#Get_started
which attempts to answer popular questions of GCI 2013 participants.

  Planning page: https://www.mediawiki.org/wiki/Bug_management/Bug_of_the_week

I need to pick up the positive initial feedback on engineering@ in July
(thread //Exposing an "Easy bug of the week"//), before I dropped this task in
favor of Phabricator...

Also wondering whether to pause this attempt if and while Google Code-In is
running and if Wikimedia gets accepted. See T561.
