Currently all collections default, for text, to the general license of the
wiki, while usually adding more information for licenses of files.
However on some wikis the copyright status of content varies greatly and some
would like e.g. Wikisource books to clearly state they're in the public domain.
The blocker of this is some [[m:Book management]] and/or [[mw:Files and
licenses concept]] infrastructure, as it's not feasible to parse Wikisource
templates (let alone all other wikis in the world). John thinks a suitable
blocking bug already is filed.
