We already have filters with blockautopromote that we can't edit.
The AbuseFilter as a whole obviously have consensus, and I don't believe adding
this right needs another one as blockautopromote has been in use for a while
and no one had expressed any concerns. The community showed no interest in a
previous discussion[1] initiated by a sysop.
