I'm going to describe the setup in which I found this bug to be most noticeable
first:

Need a group which can only be added or removed from yourself, such as the
flood group for sysops.

Entry your name without "User:" included in Special:UserRights:

* User page link works.
* Groups you can add and remove for anyone and yourself are enabled.

Now try again with "User:" included in Special:UserRights:

* User page link works. The user page linked to is the same.
* Groups you can add and remove from anyone are enabled.
* Groups you could only add and remove from yourself are now disabled.

I think the special page should either consistently work or consistently fail
when you include the "User:" namespace with the username. With the user page
link and other groups working correctly the difference is subtle enough that I
thought the problem might of been elsewhere until I noticed the difference.
